Angel Islington BID announces ‘Alteration Ballot’ for November 2025

The Board of Angel Islington Business Improvement District has announced an intention to seek the renewal of the BID a year earlier than scheduled.
BID Chair Matthew Crawford said the revaluation of business rates and rising costs had reduced the BID’s capacity to deliver services to its members, including recycling, protecting retailers from shoplifting and promoting the Angel Islington as a destination.
Where changes are proposed that impact the BID levy that businesses pay or the area in which the levy is charged, BIDs must return to the electorate to make the case for an alteration, via a new ballot. The exact changes to the BID area and levy are still to be agreed and will be published in a business plan for the BID’s fifth term – from 2026-2031 – on which businesses in the Angel will vote in November, this year.
Mr Crawford said: “The Board agreed in March that an Alteration Ballot was the right course of action to ensure the BID can continue to deliver the high quality services our members want. We’ll spend the next couple of months speaking to levy payers to develop a new vision for the Angel area and put this vison to the vote later in the year.”
Ben Stephenson, Chief Executive of the BID, said: “Angel Islington continues to prosper in the face of some challenging economic headwinds. Like our members, the BID has not been immune to rising costs, but more importantly our work to support businesses is growing every year, from producing a Summer and Winter ‘What’s On’ Guide, putting on public events, increasing our patrolling services and developing a programme of work around sustainability. We’re looking to build on the success of the fourth term and will make this case to our members in November."
